After arriving back at his apartment in order to feed Penny parts of Eugene's corpse, he is ambushed by Michonne, having been freed by Rick and Glenn during their escape with Martinez, Stevens, and Alice.

The two have a brief standoff before scrambling over Michonne's sword. Michonne manages to gain the upper-hand and knock the Governor unconscious, then proceeding to strip him naked and tie him to his apartment walls ready for torture.

From there she proceeded to graphically torture the Governor until near-death: drilling through his shoulder blades, nailing his penis to the wooden flooring, shoving a spoon into his rectum, gouging out his left eye, nearly severing an artery, pulling out his fingernails and cutting off his right arm.

Gabe returns to The Governor later that day at Woodbury and informs him that they now known the location of the prison, demanding they go and attack now.

The Governor berates him for this strategy, saying their guard will still be up after the shootout with Bruce and the others, making an attack against the prison foolish.

After many weeks of waiting and amassing supplies, The Governor decides to attack the prison, leaving Bob to guard Penny before he makes one last speech to the Woodbury Army and travels with them towards the prison.

After his army unloads a rally of bullets at the prison, The Governor orders them to cease fire.

He gives the prison group one last chance to make it easy on themselves and surrender, but this strategy quickly fails as the prison group maintain their ground and return fire at the Woodbury Army, Andrea almost killing The Governor in the process.

Gabe then presents The Governor with Michonne's sword as proof of this, but the Governor is still sceptical despite the proof. When The Governor arrives at the prison he immediately hails the group's attention and presents them a bound and gagged Tyreese from outside the prison's fences.

The Governor demands the prison group surrender in exchange for Tyreese's life, but they refuse, knowing full well The Governor plans to kill them no matter what.

Frustrated over the prison group's decision, The Governor uses Michonne's katana to gruesomely decapitate Tyreese in front of the prison group before hastily retreating back to the rest of his men.

Back at the Woodbury camp near the prison, the Governor is ambushed by a surviving Michonne, holding him at gunpoint before the rest of his men.

Gabe fires off a shot and she quickly tries to move out of the way, causing the shot to pierce through the Governor's face inflicting a minor wound.

Unable to locate Michonne and out of time to devise another plan of attack on the prison, the Governor rallies his surviving people for one final attack.

Once the final attack on the prison begins, the Governor's forces are met with harsh resistance from the prison group, with Gabe being killed almost as soon as the attack starts.

Feeling he is losing too many men, The Governor resorts to desperate tactics and uses Woodbury's tank to ram through the prison fences, allowing both his men and dozens of zombies access to inside the prison.

The Governor and his men quickly begin to kill of members of the prison group, with The Governor personally finishing off a wounded Alice.

The Governor orders Lilly Caul to fire upon Lori Grimes and she does so with the shot killing her instantly.

The Governor then proceeds to finish off Hershel Greene who begs him to end his life after the death of Billy Greene. Lilly then begins to frantically panic, realizing she also killed Judith Grimes after shooting Lori.

This causes her to hold The Governor at gunpoint, but not before long a large group of zombies knock her focus off him and he manages to disarm her rifle.

The Governor then tries to rally his people to follow him to fight off the zombie horde, but Lilly pulls out her pistol and shoots him in the back of the head instead, kicking his still living body into the zombie horde not moments after to allow herself and the other surviving Woodbury soldiers time to escape.

Enraged with the Governor for making her kill a newborn baby, Lilly shoots him in the back of the head and shoves him into the horde of walkers, which proceed to devour him.

He loved her and tried to keep her undead form safe, and feeds her with dead or alive survivors he kills the alive survivors for her, if possible.

He still cares about her and is able to tell when she is upset. He notably fed her Rick's right hand and later on after being tortured by Michonne he removed all of her teeth and kissed her on the lips, showing a deeply disturbing hint of necrophilia.

The Governor seems to respect Bruce more than Gabe, his other right-hand man. He praises Bruce often, usually of his strength.

When he died, The Governor seemed surprisingly more upset, than usual. Gabriel was The Governor's other right hand man and took over after Bruce had died.

The Governor, despite not treating Gabe very well, has stated that he values his loyalty. He appeared to have been incredibly shocked and upset to see him being gunned down by Andrea.

When Bob arrived in Woodbury Brian took a special interest in him, he told him a lot of his secrets even revealing the undead Penny to him.

Brian came to see Bob as a father figure, and was one of the few people he really cared about.

Bob sometimes feared Brian, but, still respected him, he would later go on to save Brian's life after his mutilation by Michonne.

When Brian went to attack the prison he asked Bob to watch Penny for him, until he returned. She seemed to be another one of The Governor's brainwashed citizens, until she killed Lori and Judith died from the fall.

She then shot The Governor because she saw him as evil and blamed him for Judith's death. While initially appearing nice and kind towards Rick when they first met, such as giving him a tour of Woodbury and showing him the caged fight arenas, which is what they do when they're entertained, this immediately changed when he is left alone with Rick, his men, Glenn, and Michonne and even went as far as cutting Rick's right hand off and feeding it to Penny.

They both hated each other bitterly after Rick escaped Woodbury and murdered some of The Governor's men, which caused an assault on the prison in Issue 48 , but this ultimately led to the destruction of the prison and The Governor along with his men and presumably Woodbury.

Michonne and Brian had a bad relationship. When Rick, Glenn, and Michonne encountered Woodbury, Brian came out to greet them in a pleasant manner.

However, when he reveals his true self by cutting off Rick's right hand, Michonne lunged herself at him and tore his left ear off.

Enraged, Brian had Michonne locked up in a garage. The Governor then proceeded to rape her and beat her twice. When finished Michonne tearfully states that she's afraid of what she's going to do in retaliation.

There is only one place that is secured in this area of Georgia. He gets in a truck and drives back to the prison and The Governor's story finally catches up with the present storyline, where he is secretly watching the prison from a distance.

As he investigates the area, he comes across Michonne and Hershel burning a pile of dead walkers. The Governor pulls out his gun and prepares to attack.

The Governor sneaks on Michonne and Hershel and hides behind a tree. He manages to knock Michonne out and holds Hershel at gunpoint, forcing Hershel to surrender.

Later on, Philip is back at the camp and gathers his people around, saying that he has to convince them to do something.

He reveals to have captured Hershel and Michonne and explains that the people who attacked his old camp are currently living in a prison.

The place is fenced and safe from walkers, but the people who live there don't deserve that courtesy.

He lies by saying that Rick's group attacked his old camp, burned everything to the ground, mutilated him and killed his daughter.

His plan is to use Hershel and Michonne to force Rick and his people to leave the prison, he intends to do it without dropping blood on the ground, without shooting a gun.

Everyone seem to agree with The Governor. After the speech, he is approached by Lilly, she questions him if they are going to kill the people in the prison, but The Governor explains that the prison group are the true killers.

Lilly disapproves his idea; her opinion of "Brian" seems to have changed. Philip goes into the hostages' RV to give Hershel and Michonne some food.

Hershel tries to convince Philip that they can sort this out without using violence, that if he promises to stay in line, Rick will understand it and will let them live at the prison.

Philip explains that they can't live together, as he wouldn't get along with Rick and Michonne. Hershel asks him how he can threaten someone else's daughters, if he once had one himself.

They drive one of the trailers to a river, where The Governor asks Lilly to stay with Meghan until he and the rest capture the prison.

Lilly questions Philip's actions once again, but The Governor promises that everything is going to be fine and that he loves both her and Meghan.

He then approaches Meghan as she is playing in the mud and says goodbye, promising that he will be back by the end of the day. The Governor and his militia arrive at the prison, Mitch is driving his tank, and he announces their presence by blasting one of the guard towers.

The Governor climbs the tank and calls Rick out. From the courtyard of the prison, Rick and his people gather to see what's happening, he says that he is not the leader anymore, there is a council commanding the prison.

The Governor asks if Hershel and Michonne are in the council, the two are brought out of and put on their knees in front of the tank.

Rick leaves the courtyard, crossing the prison's yard to talk with Philip from the other side of the fence. Rick is willing to be captured himself if The Governor lets Hershel and Michonne go, but The Governor says that the only thing he wants is the prison, he gives Rick until sunset to make his decision.

Despite Rick trying to convince him that they could live together, The Governor responds with "It could work, but it can't".

Rick then gives a speech about how people can come back from what they were, that they can put Woodbury and their confrontation all behind, that people can change.

However, the speech seem to have no effect on The Governor, as he calls Rick a liar and proceeds to partially decapitate Hershel with Michonne's sword, much to Maggie and Beth's horror.

This then causes Rick to open fire at The Governor angrily. Philip is hit in the arm and runs to a safe spot. The two groups start to fire on each other and the war officially begins.

The Governor spots Hershel, still alive, attempting to crawl away to safety. Philip grabs him and utterly decapitates him.

Right after this, The Governor realizes that Lilly was there watching everything. She is carrying the corpse of Meghan, who was bitten by a walker.

The Governor remains silent, he shoots the little girl in the head to prevent reanimation and walks back to the battle like nothing important happened.

This cold hearted action leaves Lilly in shock. The Governor then orders his militia to take the fences down and destroy the prison group, ordering them to "Kill Them All".

Mitch drives the tank over the prison fences and the militia invades the yard. The Governor advances behind the tank and takes cover behind a bus.

Just as he is about to follow his people inside the courtyard, he is tackled by Rick. The two engage in a fist fight, in which The Governor gains the upper hand after beating Rick while pinning him down.

Just as he is about to kill Rick by strangling him, Michonne sneaks up behind The Governor and stabs him through the back with her reclaimed sword.

She decides to leave him to die slowly and painfully. Later, however, a disgusted Lilly approaches the dying Philip and shoots him in the head with his own gun, ending his life and avenging all the deaths he had caused.

The Governor reappears in this episode as one of the people Tyreese hallucinates of after being bitten by a walker. He acts aggressive towards Tyreese due to the fact that Tyreese didn't earn his keep to phase Philip.

However, she decides not to put him down and leaves him to die in agony. Later, Lilly finds The Governor lying on the ground, mortally wounded from being stabbed by Michonne.

Lilly shoots him in the head, finishing him off. Philip clearly loved his daughter very much and no doubt protected her strongly once the zombie apocalypse broke out.

After Penny was infected, died and turned into a walker, Philip was no doubt devastated and refused to put her down, possibly hoping one day a cure could be found for her.

It is hinted that the Governor blamed himself for Penny's death to a degree as he claimed to Milton that had he been murderous from the very beginning she would still be alive, possibly hinting that Penny died as a result of people, not walkers.

Penny played a key role in her father's mentality and actions. In "Too Far Gone", the Governor claims to have gotten over Penny's death and Michonne's killing of her, claiming he understands she was in fact dead.

Milton and The Governor were very close allies. Milton revealed that he knew Philip before he became the Governor.

Milton was one of The Governor's right hand men and informed The Governor of his research and anything he has figured out about the zombies.

Although he has a strong relationship with The Governor, Milton appears to be skeptical of certain choices he has made and it was shown a few times that Milton disagreed with the Governor's choice to murder other survivors.

As seen in " Home ", Milton has started to become afraid of The Governor. When The Governor walked in on Milton in his lab, Milton started becoming very nervous of him as he asked Milton if he would take a bullet for him, Milton, in a scared tone, says yes, hoping The Governor would leave him alone.

It appears Milton had no choice but to say yes as he knows what The Governor is capable of, showing just how dominant The Governor was over Milton, leading to a conclusion that Milton and The Governor's relationship may be forced.

In " Prey ", their relationship begins to crumble when Milton betrays The Governor and informs Andrea of his true plans to kidnap and torture Michonne and kill Rick and his group.

When the Governor finds out he told Andrea of his plans he becomes hostile towards him. Later, The Governor finds out Milton burned all of the walkers at the pit, furthermore making The Governor to begin to dislike Milton.

In the season finale, " Welcome to the Tombs ", he gets brutally beaten up by The Governor for his betrayal, claiming that had he not burned the pit walkers, eight of his soldiers would not have died.

The Governor giving Milton one more chance to prove his loyalty to him tells him to kill the bound Andrea, but Milton stands up to Philip and fights back, but is then stabbed by Philip who leaves his former best friend and closest associate to die and kill Andrea, showing no remorse whatsoever.

While at Woodbury, the Governor and Martinez were close allies and Martinez was very loyal to him. With Merle's banishment from Woodbury, Martinez appeared to have become The Governor's new right-hand man.

Martinez assisted the Governor in attacking the Prison and was shown to follow his orders without question. In " Home ", The Governor tells Milton that Caesar would take a bullet for him, showing how strong his loyalty to the Governor was.

However, after the massacre of the Woodbury army by the hands of Philip himself, Caesar was seen looking in shock and fear, possibly turning his loyalty into merely a fear of Philip's wrath.

After the massacre, Philip, Martinez and Shumpert spent the night at the place were they killed the national guardsmen. The following morning, Philip wakes up to find his two henchmen abandoned him.

The Governor is later found by Martinez in " Live Bait " after falling into a walker pit. In " Dead Weight ", after Lilly addresses Governor as "Brian" and seeing the family he has adopted, Martinez lets Philip's group join providing that the he remembers he is in charge.

After playing a little golf on top of an RV, a drunk Martinez offers to be partners with Philip to run the camp.

This enrages the Governor and he hits Martinez over the head with a golf club and kicks him off the RV. Martinez is then dragged by the Governor over to a nearby walker pit and slowly dropped in, resulting in Martinez being eaten alive.

Originally seeming as just acquaintances, Shumpert was one of Woodbury's guards and was one of the Governor's close associates.

He aided The Governor in killing the group of soldiers in " Walk With Me " and appeared to follow his lead without question.

He also assisted him in the attack on the prison in " Home ", and also participates in the attempted ambush in " This Sorrowful Life ".

With the death of all of Woodbury's guards, Shumpert then becomes one of the Governor's few remaining right hand men, and participated in the Prison raid in " Welcome to the Tombs ".

After The Governor's slaughter of Woodbury's citizens, Shumpert promotes his loyalty by not attempting to do something, and joins The Governor in his truck.

The relationship is not further explored as Shumpert is mentioned by Martinez to have been bitten by a walker and Martinez put him down, in " Dead Weight ".

Martinez did mention that after the events of the Governor murdering everyone in the Woodbury massacre that Shumpert had become reckless and didn't care if he lived or died, resulting in his death.

Merle and The Governor were close allies. The Governor rescued Merle from certain death after he amputated his hand and escaped Atlanta and in turn Merle became the Governor's right hand man, and accompanied Philip when they went out gain supplies.

Merle seems to be in The Governor's inner circle, along with Milton. Although Merle is Philip's right hand man, some tension can be seen between the two.

This can be seen in the episode " Killer Within ", when Philip denies Merle permission to look for his brother unless he gets more solid evidence.

It is also worth noting that Merle seems to fear Philip to some degree. In " Hounded ", Merle decides to lie to him about Michonne's fate, rather than have Philip think of him as a failure.

His relationship with Merle quickly sours in " Made to Suffer " after being attacked by Michonne, realizing that Merle lied about killing her, which in effect cost him his eye and zombified daughter.

At the end of the episode, he declares that Merle was a spy for the "terrorists" that attacked the town, and cites his relationship with Daryl, who was captured, as proof.

With both brothers standing in the arena with the crowd calling for their deaths, The Governor tells Merle "You wanted your brother, now you have him," effectively ending their positive relationship.

At the prison, Merle assures that everyone should be scared of him like he is, as an attack from his part is undeniably coming.

During the meeting between Rick and the Governor, Merle showed a strong desire to go and kill him but was stopped by Glenn. He also attempted to get Michonne to aid him but she to refused.

Merle eventually planned to go through with Rick's plan to deliver Michonne to the Governor but eventually let her go and decided to kill The Governor on his own but failed and was discovered, which lead to a final and brutal confrontation between them, which resulted in The Governor overpowering Merle by biting off two of his fingers and breaking his bad arm.

Merle declares that he is not afraid of him anymore and that he isn't going to beg him for his life. The Governor agrees and then shoots him in the chest, finally ending his life and their conflict.

Rowan is seen in Philip's bed at the end of " Walk With Me ", hinting that they are having sexual relations. Rowan states that Philip is a good man and has made her, and the other Woodbury residents, feel safe behind the walls of Woodbury.

It is unknown what happened to his relationship with Rowan when he started a relationship with Andrea but it may be possible it was nothing serious and just sex.

The Governor showed interest in Andrea when they first met and eventually his charisma soon won her over to the point where she decided to stay in Woodbury rather than continue on with Michonne.

Andrea's care for the Governor was evident when she saved him from being killed by Michonne, although their relationship takes a bit of a blow when Andrea finds The Governor's reanimated daughter and tanks of zombie heads in his apartment.

Their relationship is further deteriorated in the times following the Prison group's attack on Woodbury, with Philip suspicious of her allegiance and Andrea seeing the more violent side of him.

After Andrea visited the prison she returned to Woodbury and slept with Philip with the plan of killing him while sleeping. She couldn't bring herself to kill him, but by then their relationship was already severed.

Andrea eventually saw his true nature and attempted to flee Woodbury to rejoin her former group in the war against him, although she was captured and imprisoned by him and eventually was killed as a result of his actions.

Michonne and the Governor were bitter enemies with each other. Michonne was always distrustful of The Governor, and he was wary of Michonne.

This fails, however, and Michonne makes it to The Prison. After Michonne killed a zombified Penny and stabbed out Philip's right eye, the Governor held a vehement grudge against her.

Yes, Brian is a bit insane and probably has nothing to live for so he'll give everything he has, but cmon, Negan is just I mean, the Saviors would shut down Woodbury within a week, maybe sooner, but the Governor is much more dangerous than Negan on a personal level.

In a fight with no weapons, the Governor would probably rip Negan's throat out. Negan had a hard time getting a zombified Sasha off of him while the Govenor killed 3 of them in a pit with his bare hands.

Nuff said. All out battle with armies than that goes to Negan. The Governor. If memory serves me, he just gets to the point.

The thing is, The Governor never had the kind of patience needed to stand there and listen to the idiot! He was crazy, but he never wasted time.

And Negan on his own is kinda weak. The Governor proved many times he could handle that kind of thing. Perhaps The Saviors have the upper hand on Woodbury, but without Negan leading them, I kinda think they would start tearing each other apart and the rest of them would abandon post.

So without Negan, Simon and Regina would threaten and kill anyone who would oppose them, making Dwight, Eugene, and Gavin sick and nearly leave.

Maybe he's not as physically intimidating as Negan, but Carol's essentially the angel of death, and she's not even remotely intimidating in appearance.

The amount of territory he had and the sheer number of people not to mention much more of his people were actual combatants compared to The Governor select group of rag tag combatants.

Obviously, comic book versions are different ball park and I only read up to after the battle for Alexandria when walkers nearly overran it when they first met Jesus.

The Governor: The Governor also has a decent number of soldiers and power at his disposal but not as much as Negan and most of Woodbury's residents are untrained surviors The Saviors have these too, but most appear to be soldiers.

So Governor has the edge in my mind. Negan still kicks ass though. Frustrated over the prison group's decision, The Governor uses Michonne's katana to gruesomely decapitate Tyreese in front of the prison group before hastily retreating back to the rest of his men.

Back at the Woodbury camp near the prison, the Governor is ambushed by a surviving Michonne, holding him at gunpoint before the rest of his men.

Gabe fires off a shot and she quickly tries to move out of the way, causing the shot to pierce through the Governor's face inflicting a minor wound.

Unable to locate Michonne and out of time to devise another plan of attack on the prison, the Governor rallies his surviving people for one final attack.

Once the final attack on the prison begins, the Governor's forces are met with harsh resistance from the prison group, with Gabe being killed almost as soon as the attack starts.

Feeling he is losing too many men, The Governor resorts to desperate tactics and uses Woodbury's tank to ram through the prison fences, allowing both his men and dozens of zombies access to inside the prison.

The Governor and his men quickly begin to kill of members of the prison group, with The Governor personally finishing off a wounded Alice.

The Governor orders Lilly Caul to fire upon Lori Grimes and she does so with the shot killing her instantly. The Governor then proceeds to finish off Hershel Greene who begs him to end his life after the death of Billy Greene.

Lilly then begins to frantically panic, realizing she also killed Judith Grimes after shooting Lori. This causes her to hold The Governor at gunpoint, but not before long a large group of zombies knock her focus off him and he manages to disarm her rifle.

The Governor then tries to rally his people to follow him to fight off the zombie horde, but Lilly pulls out her pistol and shoots him in the back of the head instead, kicking his still living body into the zombie horde not moments after to allow herself and the other surviving Woodbury soldiers time to escape.

Enraged with the Governor for making her kill a newborn baby, Lilly shoots him in the back of the head and shoves him into the horde of walkers, which proceed to devour him.

The daughter of his brother Philip Blake. Although his niece has turned into a zombie, The Governor seems to ignore it.

He loved her and tried to keep her undead form safe, and feeds her with dead or alive survivors he kills the alive survivors for her, if possible.

Still, if she tries to attack him, he slaps her in the face, or just tells her not to attack. It is revealed that he has kept her in his house for months.

He still cares about her and is able to tell when she is upset. He notably fed her Rick's right hand and later on after being tortured by Michonne he removed all of her teeth and kissed her on the lips, showing a deeply disturbing hint of necrophilia.

The Governor seems to respect Bruce more than Gabe, his other right-hand man. He praises Bruce often, usually of his strength.

When he died, The Governor seemed surprisingly more upset, than usual. Gabriel was The Governor's other right hand man and took over after Bruce had died.

The Governor, despite not treating Gabe very well, has stated that he values his loyalty. He appeared to have been incredibly shocked and upset to see him being gunned down by Andrea.

When Bob arrived in Woodbury Brian took a special interest in him, he told him a lot of his secrets even revealing the undead Penny to him.

Brian came to see Bob as a father figure, and was one of the few people he really cared about. Bob sometimes feared Brian, but, still respected him, he would later go on to save Brian's life after his mutilation by Michonne.

When Brian went to attack the prison he asked Bob to watch Penny for him, until he returned. She seemed to be another one of The Governor's brainwashed citizens, until she killed Lori and Judith died from the fall.

She then shot The Governor because she saw him as evil and blamed him for Judith's death. While initially appearing nice and kind towards Rick when they first met, such as giving him a tour of Woodbury and showing him the caged fight arenas, which is what they do when they're entertained, this immediately changed when he is left alone with Rick, his men, Glenn, and Michonne and even went as far as cutting Rick's right hand off and feeding it to Penny.

They both hated each other bitterly after Rick escaped Woodbury and murdered some of The Governor's men, which caused an assault on the prison in Issue 48 , but this ultimately led to the destruction of the prison and The Governor along with his men and presumably Woodbury.

Michonne and Brian had a bad relationship. When Rick, Glenn, and Michonne encountered Woodbury, Brian came out to greet them in a pleasant manner.

However, when he reveals his true self by cutting off Rick's right hand, Michonne lunged herself at him and tore his left ear off.

Enraged, Brian had Michonne locked up in a garage. The Governor then proceeded to rape her and beat her twice.

When finished Michonne tearfully states that she's afraid of what she's going to do in retaliation. When Tyreese died during the battle with Woodbury, Michonne became vengeful, but did not manage to kill Brian.
